yes, it's the elevated command prmpot. start, run, type cmd. But you gotta know what you're doing and there's a whole list of commands you can give it. I don't mess with windows disk partition software because most of it is graphical. Hey, if someone's got a better idea I'm all for learning something new, maybe there is something that is accessible, but so far the diskpart util has done the job just fine for me.
