Donald,
We can set the output device for DECTalk and Eloquence because we have
direct control over them. SAPI is a different matter. While we can
activate a selected engine, Windows doesn't allow us to direct SAPI
output to a specific sound card. Instead, you must do this in the Speech
area of the Windows control panel itself.

drop down for choosing the sound card. The sapi section does not seem
