Mike, it really sounds like the installer GW is using is counting on this file being present (and it seems to be a visual C runtime file from it's name). try googling on it, perhaps you can download it and install the runtime file(s), then try the 7.5 install again.
I really doubt the file is missing from the GW download; if the downloaded file were incomplete or corrupt, it wouldn't even run.
