Sure, why just the other day I downloaded the upgrade to 7.5 onto my
iPhone and carried it around with me. *smile*. Of course I can't do
anything with it except haul it around until I can install it over a 7.x
copy in my Windows machine.
So, yes, you can keep the install file around on any form of media, but
you cannot install it on anything which isn't running Windows XP or newer.
