Kevin,

To do what you want, click the "Set options" button in the startup section, and set Window-Eyes to never run after all users login. Next, when your user account is logged in, set the following group of radio buttons to say "After logging in, run Window-Eyes always." Click Save Settings, and you should be good to go.
