I just tried an experiment and turned browse mode off while reading your
message.
(I'm using outlook express so messages are loaded in the browse mode
buffer.) When browse mode was turned off, I press insert-a, and got the
message "speak all on", another press of insert-a gave me "speak all off".
What is this speak all? I've not heard it before. And what does the on
mode do compared to the off mode?

Normally, yes. However, if autoload is disabled, Browse Mode won't
automatically turn back on when the page refreshes. Wihle Browse Mode is
on, press Insert-A until you hear, "autoload on." Then, go to the
Window-Eyes control panel, and press Control-S to save your settings.
