It might also be possible that with a numpad, you might be able to use the standard default layout instead of the laptop layout. With my desktop, the laptop layout will disable the numpad and give me the same issue you report. You can test it and if it does not work, you lose nothing--just switch it back.

  If so, one of those numpad keys, I can't remember which one at the moment, 
will toggle between mouse pointer and w e cursor.
