Keep in mind that CONTROL-SHIFT-R in Outlook is the command to reply to all, so you may have to hit INSERT-B before the CONTROL-SHIFT-R, or do what was previously advised, and change the WE hot key to something else.

Change it to something else like the "pause" key, which is the third key in that group of 3 to the right of f12 on most full size computer keyboards and the problem generally goes away.
