I do not think that you can reach System Restore from Control Panel in XP.
Furthermore, the Custom System Restore app was developed because System
Restore is difficult to access.

The best way I know of is to go to the control panel then system. Arrow
to the right until you get to system restore. Uncheck the box for system
restore, you will get a message about all restore points will be deleted,
accept that and continue. Once done in there reboot and then go back into
the control panel and turn system restore back on and then use the script
and create a new restore point.
