that tone is now part of w e 7.5 and i get this two tone sound when w e 7.5
has crashed. half the time it does create a error report when i reload w e.
i do not have the w e sounds app installed.

i've also been getting the reverse, i have the we-sounds app installed and
on several occasions i've heard an unusual tone followed by no speech.
when i launch NVDA to see what is happening i find window-eyes is no longer
running so presumably it has crashed as i haven't told it to close.
when i then re-launch window-eyes it doesn't send an error report so
appears to think nothing has gone wrong.
