Kevin,
Can you explain all the changes you need to make and why the need to be
done per set? The great thing with the new UI is everything is global
by default meaning you change it once and you are done. This is far
easier then making the change, run set2text to create the text file of
the changes, copy out all the stuff you don't want and then run text2set
to compile them over all the sets.
I want to make sure you understand the advantage. Just because it is
different doesn't mean it is worse.

Raul,
Thanks for the information.
I must say, this is why I disagreed before, and still disagree, with
GW's decision to no longer allow compiling of set files.
Before, all I had to do was compile my desired changes using text to set.
Now, I'd have to change all my settings manually which is a pain.

Hello Kevin. to do what you want, copy sets.dat and default.set into
a new installation of WE and your saved hot keys and other set file
settings will transfer. However we recommend copying the entire user
profile to be sure of 100% duplication keeping in mind that if you do
this, you will need to go and trust all the apps so they run.
Many thanks.

I'm looking for the name of the set file that is analogous to the
wineyes.000 file of yore.
that is, the file that contained such settings as speech rate,
verbosity
settings and hot keys.
With such a file it was simple to copy it to a fresh install of WE and
not have to go through all the settings again to change them.
I was told this file was currently called default.set but moving that
file to a fresh install does not do anything.
Please help.
thanks.
