actually you can do, Alt f as in file and in  the new, sub menu.
you, can right arrow; and find the mail account option there as well.
If you wish to have the access  like outlook express you can use, an 
extenchen called profileswitcher.
If anyone would like this extenchen let me know.

If you go to account settings, and you should land of the tree view with
your first account in it. If you hit tab, you should hear we say,
account actions, a, button. Or something similar. Press the space bar to
activate the button, window-eyes will not say anything when you do this.
After pressing space, press the letter a. You should then hear, mail
account setup, application window, or something similar. Press tab to
get to the field that says, your name, and you should be good from there.

If you have any problems feel free to contact me offlist or just reply
here. It's weird that WE doesn't say anything when you press that
account actions button, I'm not sure why it doesn't bring up some sort
of context menu, maybe it's a gui? Not sure.
