Bud, just find the narrator window and close it to turn it off.
you can set the time in the control panel, which as I recall, you need to change the view of the control pannel before it's easy to use. I think you go into it's tools menu, choose options, and set the folder options to "classic". then, ok out of there and under the view menu choose "details". I think that gives you a vertical listbox of control panel applets to choose from, and one should be "date/time", and another should be "regional" (so you can set your time zone).
