I think it has to do, at least some times or in part to what is running on your machine after log in. I have that same problem also running windows 7 64 bit on a Dell with 4GB of ram on my primary administrative account. Recently I created a secondary account that is not an administrator on my machine purely just to experiment. On the primary administrator account though dropbox loads after log in. On the secondary account it does not. On the secondary account window-eyes loads in literally a second or two. There could be other factors in that as well of course, for example the primary account has existed for about a year and the secondary account was created a week or two ago. Being administrator or not may or may not make some difference. I doubt it though and am more inclined to believe it is what loads and creates the gridlock affect that so often happens still in windows. Well it is gridlock when nothing will go because of the others not and the others that are not are waiting for everything else that is waiting for them. More like traffic jam I guess.
