It appears you managed to get the DECTalk Express working with Window-Eyes. To answer your other question, the Voice Rotor app (which comes with Window-Eyes by default) will allow you to set up a list of your preferred synthesizers and switch among them at will. Windows-F2 moves forward, and Shift-Windows-F2 goes back. You can configure the app either by pressing Control-Windows-F2 or by opening the Voice Rotor Options dialog from the Window-Eyes Apps menu.
