Are you sure there isn't a Window-Eyes window already open at that time? Meaning when you can't press control-backslash can you alt-tab to a Window-Eyes window? One example is if you pop up Window-Eyes with control-backslash than do an alt-f o to bring up the Open Settings dialog and then alt-tab away you can't press control backslash to get back to the Open Settings dialog. You have to alt-tab back there.
