One final thing to check on the machine still exhibiting the problem is
that the Office 2007, not 2003, set files are installed. Since
full-blown Outlook is typically part of Office, its requisite sets are
included as part of our Office sets.

I checked the factory set files and had 29 in the list. Outlook 2003 (nor
Outlook 2007) was not listed. Outlook Express is listed as installed.
When I launched Outlook 2007 today it came up speaking message status,
sender, time/date sent, and subject, just I was accustomed to hearing from
WE 7.2. I did not do anything to the Outlook Express factory set file.
After I installed WE 7.5.1 yesterday and encountered the difficulty of
message information not speaking in the in-box list, I tried several things
to resolve the problem. One thing I did was to uninstall the Outlook
Enhanced app. The deletion of the app did not change the behavior in Outlook
2007 yesterday. The app is not currently running on my desktop, the computer
that was not speaking the desired information. The app is running on my
netbook with WE 7.5.1 and the desired information in the Outlook 2007 in-box
is speaking.
At any rate, full function appears to be in place now. I plan to replace the
Outlook Enhanced app on my desktop computer.
I am thoroughly enjoying WE 7.5.1 - even with the slight oddity in Outlook
2007. The new WE interface presented a learning curve that lasted about 15
minutes. Its navigation now is quite logical and user friendly, in my
evaluation. I'm very pleased to be in this generation of WE.

Are the Office 2003 set files installed? You can find out by opening
Window-Eyes with Control-Backslash, followed by Alt-F, F to open the
Factory Settings window. Press O until you reach Office 2003, and if the
status shows anything other than "installed," press Enter to install the
set files. Restart Outlook, and let us know if this solves your issue.
