Hello,
Do the following:
Press control plus backslash to open the Window-Eyes control panel.
Press alt, h, v to open advanced settings.
Press K for keyboard.
Arrow down to special keys and tab once.
This should say global. If you want all of your keys to speak, tab once
more. If you only want to hear control and alt, etc., press the
spacebar on this button and then tab once.
Arrow up once to Yes.
Press control plus S to save your settings.
Press alt, h, v to close the advanced settings.
Press alt plus E to return to the main node.
Left arrow until you hear keyboard closed.
Shift plus tab once to minimize and press enter to close the Window-Eyes
control panel.

I'm running XP Home with SP3 and Window-Eyes is currently set at beginner level
or whatever WE calls it.
