Sandy,
In IE 9, Microsoft changed how download notifications are handled.
Instead of seeing a dialog as you did in earlier versions of IE, the
notifications are displayed at the top of the window. To focus the
notification, press Alt-N. Then, you can press Alt-S to save the file,
Alt-O to open it, or if you're downloading a program, Alt-R to run it.
