I really don't think this is related to Window-Eyes.
 
You could google for this problem and model of sound card, and if you get a
lot of hits, you'd know it's not.
 
There is a commandline utility (free), which should allow you to place it in
your startup dir with commandline options, and it allows you to do things
with sound cards, including setting all the parameters to presaved values,
or values specified on the commandline.  It's name is nircmd, and you can
google for it, or I think it's included in the homer library app.
 
I have placed a copy in a directory on my pc, then I located the startup dir
for my user, and put a shortcut there to this .exe with the following
commandline parameters which cause it to unmute my default sound card (I
think you can specify the soundcard name if you want to do this to another
card):
 
nircmd.exe mutesysvolume 0

Subject: we7.5.1 & soundcards


hi, everyone, i am using 2 sound cards. the default card thats in the
system, and the 2nd one is creative audio card. i use the creative for
windows sounds and the onboard one for we7.5.1 my question is, when i reboot
the system, creative automatically checks the box to mute all, so the
windows sounds dont work on startup. then once loged in, i have to go in
control panel, sounds & audio devices and uncheck the box that says mute
all, then i select apply. 
since we7.5.1 uses alot of windows sounds, could it be the way we.7 is
installed? should the software be installed in any specific order? thanks
