Occasionally I run across that, too. Whenever I find it and give it focus, I usually find only three buttons, and usually I can tab to them until I hit enter on one of them. One just says "button", one says 'I', and the last of the three says "Q". I usually hit the one labeled "I", I assume for Install, and try to forget about it, because there's no more information forthcoming that I can obtain. Since I do want Flash Player because I also run Hope, for the sake of Pandora, I want to keep it up to date, but it sure isn't an informative installer. Sometimes Ctrl-Shift-w will yield something, but usually just a sentence or so, about the Flash needing to be updated.
