Any TV tuner card you get will be accessible with window eyes.  This assumes of 
course that you are running a version of Windows that includes Windows Media 
Ctr., Windows media Center is included with Windows XP media Center edition 
Windows Vista  home premium or above and Windows 7 home premium or above.
As for your second question that depends upon your television provider, but 
there should be absolutely no problem with you doing this.
