Kevin I have seen this behavior on some of my pcs over the years. All indications is that they have installed; but when you go to check, they have not. In a similar vein, I have seen voices installed but not functioning when you try using them. I attribute this behavior to some sort of conflict or incompatability between the voices and the idiocyncracies of a given pc. Who knows, but the behavior you describe may have the very same explanation!
Fortunately, there are enough voices out there that do work for most people. My personal favorites are the TrippleTalk and Reed.
