From within Window-Eyes, go to Devices/Synthesizers. If you are using Eloquence, Tab until you reach the Eloquence voices listview. From there, choose one of the French voices. If you find you want to switch from English to French regularly, the Voice Rotor app included with Window-Eyes 7.5 may prove useful.
