Open Window-Eyes, and make sure "Show Advanced Options' is checked
inside the Help menu. Then, navigate to General/Other in the settings
tree, and Tab until you reach "Speak Tooltips." Make sure the option is
set to either "auto" or "on." Finally, press Control-S to save the change.
