Hi,
I'm not sure but I know back in the days of win 98 and 2000 there were some
issues with the high contrast settings. I ended up having to choose either
the screen reader or the high contrast settings. I haven't used high
contrast in quite a few years.
Someone that you may contact that may have some answers is:

Subject: High Contrast issues for Low Vision
Help for a low vision user... Windows 7.
When setting up to use high contrast theme , white on black, some
controls or buttons or whatever are not always visisble such as on the
Amazon site (Firefox is the browser but IE produces the same results). Mouse
over will turn the pointer into a hand so one knows something is there but
its not labeled either.
If the theme is changed to say, Windows 7 then the controls show up but
of course there is no longer the high contrast.
I dont believe its a browser problem but the OS itself. I also dont
think this is limited to the web either. Some software does the same thing
so I am guessing that these controls that become invisible in the high
contrast are the same type of control. Is there a resource somewhere, or
someone who is very knowledgeable about setting up for a low vision user?
This could probbaly go off list since Windows Eyes is taking a back seat to
this for now. Thanks.
