It has a built in screen reader called Voiceover, that can be easily
toggled on and off.  A blind person can use the touchscreen, or you can
use a bluetooth keyboard.  It will even support bluetooth Braille
displays, even those that have Perkins style keys.

I just got my sighted wife an IPad 2.  Are they accessible to the blind
to use?  

It is a touch screen but I would imagine you could hook up a keyboard to
it?  

Is there a voice that does reading similar to Window-Eyes?
