I have been experiencing this for some time now running XP Pro sp3. The problem was also present in WE7.5.1 and 7.5.2 as well. . I found that when boot up has occurred, most often, the cursor is on the Start Up with nothing being spoken until I tab to the task bar. From there if I back Tab over to the desktop the screen will attain focus and speak normally. Note, if I tab forward to the desktop, focus will not be attained on the desk top. Don't know if this is the same thing the rest of you are experiencing? If the above works for you, it's not a fix but it beats the time to reboot.
