Hi, Yes, I also found this problem with Tbird 8 and use a simple work around.
When editing a message, the browse mode should be turned off so pressing insert a turns on the "speak all" mode. Do this just prior to using the shift tab to go from the "To" field to the options giving the "CC" "BCC" fields etc. You should then be able to access these fields. Just ignore the speaking of the address you placed in the "To" box earlier.
