I'm asuming this isn't a Vista Home Premium feature because the only things
in Sound on my machine are Recording, Playback and Sounds.
They're coming to take me away, ha-haaa!

Go into the Sound applet in your Windows control panel, choose the
Communications tab, and set the action in the accompanying radio button
group to "do nothing." This should solve your issue.
