Perhaps someone with more specific information can chime in on this, but I believe that IE 8 came with Windows 7, and that if you have IE 9, it was probably placed there by Dell. Therefore, you should be able to simply remove IE 9 in the Windows Components of the Add/Remove Programs area. This was the case with the HP that I bought. I don't know for sure, but I suspect that installing IE 8 over IE 9 might cause problems. If you have an old version of Windows 7 and have a version of Internet Explorer earlier than IE 8, then downloading would be the way to go.
