If you are using Window eyes 7.5.1 or 7.5.2, first do a control-backslash, go to the treeview and select the general node. Expand it with the right arrow and then down arrow to the "other" node. Tab until you find speak tooltips , toggle scope. It probably will say "speak tooltips global, toggle scope". If it says "speak tooltips, program, toggle scope", then press the spacebar to make it read the global phrase. Then tab again, and you will come to "speak tooltips, with a three choice radio button. Use your arrows to select either the auto button or the on button, just make sure the off button isn't selected. Select your choice and then tab to the save setting button and hit enter. This will make your tooltips speak automatically, I have mind set to auto. At any time, you can check the balloon tooltip by pressing the window eyes hotkey control-insert-t. This way, you should have automatic tooltip balloons speaking and you can use the hotkey to force a read of the tooltip balloon, if there is any on the screen.
