Hi,
I have found with Bbird 9,that pressing insert a for speak all allows access to the CC and BCC fields.

i.e. Shift tab until you reach the "To" field, type in the correct address then press insert a to turn on speak all then shift tab, arrow keys for the CC and BCC fields.

It doesn't seem to make much difference whether the app is turned on or off.
