You may need to run the supplied driver off the PacMate cd. Once installed, Window-eyes will recognise it - certanly through the USB connection and maybe via Bluetooth.
To tell Window-Eyes that you are running the PacMate, go to the devices option off the Window-eyes settings tree , find braile displays and navigate to selecting the PacMayte. I have Window-Eyes in advanced mode - devices is option 12, and braille is two of two devices - the other is of course synthesisers. The Window-Eyes manual is helpful in this regard. Best of luck.
