Hi Joe,

When you delete a person, all you are doing is removing their name from your Contact List. You won't see them anymore, but on the other person's computer, they will still have you listed and can see when you log in and out of GW Connect.
They are still able to call you as well.
What you have to do is first block the person then delete them and this will stop them from ever contacting you again.

It still seems strange that anybody whom I once authorized and deleted is able to get back on my contact list merely by trying to reach me. A re-auth. request makes more sense to me, but I didn't build the machinery.

If you don't want anyone to contact you, you must block them. If you also don't want to see them online, you can then delete them. To my knowledge this is the only way to permanently cut off contact from someone on Skype.
