David, I do not use Firefox at present, but I loaded the Firefox set file
long enough to see if the any line hot key in the hot keys> miscellaneous
dialog was defined as Control-Shift-L. When I opened IE and pressed
Control-Shift-L, the any line dialog popped up.

 

I suggest that you check to see that Firefox.set is associated with Firefox.
Default.set does not have the any line hot key defined.

Hmm, to use that one, do you need turn anything on? When I hit Ctrl-Shift-L,
all I hear is the letter L spoken. Missing some setting here?
