It would appear the help file is not free of errors.
Go to "Control Panel / Sounds and Audio Devices / voice" and you'll be able
to set you mic up there.

Subject: testing a microphone
Hello, sorry if this is a little off topic. I'm trying to setup a microphone
on a computer running windows xp home edition, service pack 3. The windows
help program tells me to go to the control panel, open speech, and click on
the speech recognition tab. The problem is that there is no speech
recognition tab in the speech properties dialog box. Does windows xp home
include this program? Is there another way to setup a microphone in windows
xp home? Any help is greatly appreciated.
