I found a workaround. The Internet Explorer session was starting before WE as I have it in my startup folder. If I start another session AFTER WE starts, then it behaves as expected. Anyone know why it would do this ? Shouldn't all programs behave the same whether they were start before or after WE ?

For most sites, I cannot gain focus on the web site itself. The cursor wants to stay up in the browser controls. Tab, Shift tab keys go between browser controls, arrow keys do nothing at all. How do I get Windows Eyes to shift focus to the web site itself so I can use it ? At one point I even found myself in some odd state - the up down arrow keys caused the entire screen to scroll rather than navigating through the screen elements.
