Just a couple comments, firstly volume shadowing takes care of a
lot of the issues of applications writing to disk during a defrag,
however to get the best defragmentation it's best done in Safe Mode.
Yes there is a way in to Safe Mode, on http://www.cucat.org/ under
student resources and extras there are registry hacks that enable the
loading of audio drivers under Safe Mode so that a simple screen reader
such as Narator or NVDA will function in Safe Mode. Note that of course
use of these registry hacks is done as one's own risk and the user keeps
both pieces if it breaks. However all's the registry change does is as
stated, change it so that windows will include sound cards as loaded
drivers under Safe Mode.
Lastly why not just use the built-in disk defrag utility? It can
run on a schedule and works. Just saying.
