Yes; this is normal as the app is not needed for IE 8 and earlier.

Hey folks
Is it normal that the ieenhance script is stopped automatically in the
app manager when reloading or restarting it with ie9 openend? I am
testing things in ie9 while when using ie8 I get progress sounds by
reloading or changing pages and in ie9 no sounds are heard. Is this
normal behaviour? The other app features are working properly.
