This is because you are using instant search. Look for the link at the top of any Google page that says Screen Readers click here to turn off instant or something like that. Then browse will come on as expected. WE goes into browse mode normally. But when I press enter after the search, WE doesnt want to go out of browse mode. I have to press control-shift-a to get it out of browse mode.
