it won't work.
you can have one or the other but not both because the exception dictionary
is not case censitive. it doesn't care. both are treated the same.

You're on the right track. It's not the set file, it's the character
dictionary. You need to create a character dictionary to go along with the
set file you created for the chess software. First, though, you need to
remove those dictionary entries from whatever dictionary you had entered
them into.

I haven't done this, but I believe it's possible to have a set file load a
dictionary for your chess program only; that could give you a different
pronunciation for entries made for the dictionary used only for the chess
program.
However, I don't think the dictionary is case sensitive, so I don't think
you can get something different for capitol B verses lower-case B. I think
you can get WE to announce that it is capitol, and again have this done for
a set file specific to the chess program only.
To get exactly what you're asking for I think would take some scripting.
I had wanted something similar: I wanted WE to say "eigh" for the letter A
when spelling a word, and otherwise use the default pronounciation of "uh"
when reading a sentence with the word "a" as part of it. I was unable to
convince GW to make this mod, but was told I could script it if I wanted.
I believe David has mentioned he was working on an extended dictionary app
in the scripting list, you might sign up for that list, and ask if he could
include settings for case-sensitive entries to help you out with this.

It seems that I can have it say bishop or bravo but not both.
I found a setting which toggles between global and program, either way
bishop is being said in all programs.
I just want my chess program to say bishop for capital B only and bravo
