If you reinstalled Window-Eyes, then the installation is completely new,
which means that the Show advanced options check box in the Help pulldown of
the WE menu is not checked, which means some settings you may want future
access to may be currently hidden. Do this.

 

Control backslash to open the WE control panel.

Alt H to select the help menu.

V to simultaneously select and check the Show advanced options check box.

Window-Eyes will say, "Menu closed."

 

The setting you are looking for is  in the Keyboard> Voice node of the
settings tree view.

Once you open that node, Tab to the voice global combo box and arrow down to
on with words. There are eight choices there, and they are self explanatory
by their labels. For example, on with characters and words will voice each
character as it is pressed, then the entire word will be spoken when you
press the spacebar.

After making your selection, press Control-S or tab to the save settings
button and press spacebar to save your changes.

I just had to reset WE back to factory default. I cannot find the place to
