You must install Window-Eyes onto your new computer as normal. However, you can copy the Default directory of Window-Eyes from your old machine onto your new one. I can't remember exactly where mine was on my XP computer, but I found it and copied it. Thus, you should be able to have your settings and Apps preserved.
