The drive may be going bad, but not necessarily so. There is a specific hook-up order you must follow for powered drives like external hard drives. You must first power up the drive--i.e. plug it into the wall receptacle, and/ or turn on the power switch, then plug the USB plug into the computer USB port. That's what Microsoft help and support says, anyway.
