But what I wonder is, when you boot into safe mode, if normally when
you boot into Windows, and you don't have that logon screen come up,
does it then come up in safe Mode?

It is, but the more important point is to make sure that safe mode audio
support is enabled using the "Enable Audio Support in Safe Mode" option
in the Windows Enhanced app menu.

You did enable the audio support didn't you? Go to the Window-Eyes
Control Panel, apps, Windows enhanced, enable audio in safe mode.
