I notice this most often in emails specifically outlook express; window eyes
will start reading from the second line, or go to the bottom of the message
and say bottom. This after not having previously read the message before.
Further, it doesn't do this all the time, just sometimes and thus no pattern
is easily discernable. However it does not do this on webpages; in fact it
never, ever remembers previous positions for me and always starts at the
top.

I'm wondering if this is happening in emails and/or sites that you have
previously read? I have noticed that, if I read an email, close it and
later open it t o reread or whatever, WE starts reading from where I
previously was in the message. I see similar behavior for web sites I've
used. Many times this is helpful behavior, though not always.
