WE has nothing to do with the error message. What that means is that you probably don't have visual C++ as a prerequisite. Search for the redistributable separately, install it, uninstall Open office, and then reinstall it, and you shouldn't get the error message. WE said disabled probably because since Open Office is missing a component, it will not run. It happens to me all the time. I don't use Open Office, but plenty of other programs have needed redistributables in my time, and usually a reinstallation fixes the problem once the prerequisite has been installed.
