This is most likely a problem with Window-Eyes. It should behave much better when Window-Eyes 8 is released. In the meantime, restarting the app, or restarting Outlook, should make it work.

the more stringent campus-wide security issues.

Perhaps if someone could talk to me about things that stop an app, I can
run this down.
