It seems like the looping when tabbing has been reported a few times with a few sites and web browsers. I think it may have something to do with that now WE passes the tab key through to the browser. It still doesn't completely make sense, but ten I have nevermuch been bothered by this because I rarely use the tab key to navigate through a site. Arrowing down through and using quick keys to get to specific types of elements seems far more productive to me by a long shot. I get the impression some just have to use the tab key because that's just the way they have always done it, but that's only a guess.
